The Bay County Road Commission processes the following permits through the online Oxcart permit system:

Utility permits

Residential driveway permits

Commercial driveway permits

Land division permits

Other permits involving work within the county road right-of-way
All applications must be submitted through Oxcart. Paper, emailed, and faxed permit applications are not accepted.
Apply Through Oxcart
Applicants must create a free Oxcart account before submitting a permit application. The online system allows applicants to submit information, upload documents, receive approval notifications, and download permits from a computer or mobile device.

Bay County Road Commission staff assistance with completing an application is available by appointment only. Walk-in assistance is not available.

Payments and Processing Charges
After a permit is approved, the applicant will receive an invoice by email. The invoice must be paid by credit card before the approved permit can be viewed or downloaded.
In addition to Bay County Road Commission permit fees, Oxcart charges applicable convenience and credit-card processing fees.
