Cory Wale serves as Director of Engineering for the Bay County Road Commission. He oversees the department’s engineering, permitting, surveying, GIS, traffic, drainage, and project-management services.

The Engineering Department plans and supports projects that maintain and improve Bay County’s road system. The department also assists residents, contractors, local governments, and other agencies with permits, roadway information, drainage concerns, mapping, and infrastructure projects.

Permits

The Engineering Department reviews and processes permits for:

  • Residential driveways

  • Commercial driveways

  • Construction within the road right-of-way

  • Oversize and overweight vehicles

  • Banners and parades

  • Conditional uses

Surveying

Surveying services include:

  • Topographic data collection

  • Driveway and drainage staking

  • Right-of-way surveying

  • Construction staking

Geographic Information Systems (GIS)

GIS is used to collect, maintain, analyze, and map information about the Road Commission’s infrastructure and operations. GIS responsibilities include:

  • Maintaining roadway, drainage, sign, and other infrastructure data

  • Collecting and updating field data

  • Creating maps for planning, construction, maintenance, and public use

  • Supporting Cityworks and other asset-management systems

  • Developing interactive web maps and GIS applications

  • Providing mapping and data support to Road Commission departments

Subdivision and Plat Review

The department reviews proposed subdivisions and plats for compliance with applicable Road Commission requirements and standards.

Drainage

The department investigates drainage concerns involving county roads and road rights-of-way.

Traffic Engineering

Traffic engineering responsibilities include:

  • Signs and pavement markings

  • Traffic counts

  • Turning-movement studies

  • Parking studies

  • Crash-history review and analysis

  • Speed-limit studies

Bridge Inspections

The department coordinates required inspections of bridges under the Road Commission’s jurisdiction.

State- and Federally Funded Projects

Responsibilities include:

  • Construction administration

  • Coordination and administration of engineering consultants

  • Project documentation and oversight

Plan and Project Development

The department assists with planning, designing, and developing future road and infrastructure projects.

Seasonal Load Restrictions

The department helps administer seasonal weight restrictions to protect county roads during the spring thaw.
